The reference point that matters

Run a finger along the bone above your eye and you will feel the supraorbital rim. Brow position is described relative to that ridge because it is a fixed landmark, unlike the hairline or the eye opening. The commonly cited pattern places the female brow at or slightly above the rim and the male brow sitting on or just below it.

That pattern is a generalization with wide individual variation, and brow height also differs by ancestry. Brow shape and thickness change where the eye reads the brow line as being, which is why two brows at the same height can read differently. The rim is the reference for the hair, not for where the arch peaks.

Assessing your own

Straight-on photo at eye height, head level, completely relaxed forehead. The relaxed part is the whole difficulty. The frontalis muscle raises the brows almost involuntarily when you concentrate on your own reflection or on a camera lens, and a few millimeters of unintended lift is enough to change the answer entirely.

A practical trick: close your eyes, let your forehead go slack for a few seconds, then open your eyes without raising anything and have the photo taken immediately. Compare that against a photo you took while studying yourself. The gap between the two photos is the lift you carry around without knowing it.

How much is too much, and what it costs

A brow at or a little above the rim costs nothing and other features carry the eye. Once the brow hair rests on the rim and the skin between brow and lashes begins to bunch when the forehead is relaxed, the brow has descended: the upper eye reads heavy and tired, the lid looks hooded even when the lid itself has not changed, and the outer third usually drops first, which reads as sadness.

The hidden cost is compensation. Many people hold the frontalis up all day to clear a descended brow off the lid, which produces horizontal forehead lines and a fatigue headache by evening while masking the descent. A brow that has dropped on one side over weeks, especially with a drooping lid or a change in facial movement, is a reason to see a clinician promptly.

What actually changes it

Age moves it down, gradually, as the supporting tissue loosens, and the descent is often uneven between sides. Grooming moves the apparent position substantially without moving anything: removing hair from the underside raises the visual line by a millimeter or two, and lifting the tail opens the outer eye. For a brow near the rim, grooming is the honest first lever.

Injectables that relax the muscles pulling the brow down produce a modest lift of a millimeter or two at the tail; that fades in months. A surgical brow lift, endoscopic or direct, is the only thing that repositions a brow that has descended below the rim, and an oculoplastic or facial plastic surgeon decides it.
